AN ORDINANCE CREATING A CITY BOARD OF DEVELOP-
MENT FOR THE PURPOSE OF PROMOTING GROWTH AND DE-
VELOPMENT AND ADVERTISING OF THE CITY OF HUNTS -
VILLE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS, that
Section 1: There is hereby created a Board of Development for the
City of Huntsville for the express purpose of advising
the City Council from time to time of the desirability
of various methods of advertising and promoting the
City of Huntsville and to make appropriate recommenda-
tions to the City Council of the City of Huntsville
as to the best method of expending funds already avail-
able or which may be appropriated from time to time for
such purposes.
Section 2: Said Board shall consist of five (5) members appointed
by the City Council for a two (2) year term. Members
shall receive no compensation, shall have advisory
powers only, and shall not be deemed to be public
officers or agents of the City, and their service on
the Board shall not invalidate City contracts in which
they may have an interest.
Section 3: The City Council shall from time to time appropriate
monies from the general fund for advertising such City
and promoting its growth and development in accordance
with the recommendations of the City Board of Development;
however, such appropriation shall never exceed 1% of the
general fund budget for the year in which such appropri-
ation is made. The City Council of the City of Huntsville,
notwithstanding recommendations by the City Board of De-
velopment for appropriations, shall have the complete
discretion as to the amount to be appropriated and ex-
pended for the purposes stated in the within ordinance.

Initial Meeting of the BOARD OF DEVELOPMENT of the CITY OF HUNTSVILLE,
WALKER COUNTY, TEXAS, held on the 29TH DAY OF JANUARY, 1975.
The Board met in a regular meeting with the following members
present:
Jack Butler
Jerry Posey
Ike Frazier
Robert D. Hardy
Ralph Lawson
A thorough discussion was had of the means to advertise the City of
Huntsville to promote the City and the attractions located in the City,
such as Sam Houston State University. The discussion centered on tele-
vision advertising on large city TV stations in order to attract people
to Huntsville and also students to Sam Houston State University, which,
in effect, would greatly help the economy of Huntsville. Mr. Hardy moved
that the sum of $4,000, which was available for advertising, be spent
immediately for TV advertising. Motion was seconded by Mr. Butler and
passed.
The Board determined to meet at least every two months and to
individually explore areas of advertisement to promote the City.
There being no further business of the Board, the meeting then
adjourned.
