Proc. 2009-01 Head Start Awareness Month 10-09
PROCLAMATION NO. 2009-1
WHEREAS, the Greater East Texas Community Action Program, Head Start Child
Development Center is a non-profit organization established to provide
services to low income children and families in Walker County; and
WHEREAS, to develop fully and to achieve social competence, children and their
families are provided a comprehensive, interdisciplinary approach to
services including education, health, nutrition, social services, parent
involvement, ethnic, cultural and linguistic experience and heritage; and
WHEREAS, the Head Start program is family centered and is designed to foster the
parent’s role as the principal influence on the child’s development and as
the child’s primary educator, nurturer and advocate. Head Start works in
close partnership with parents to develop and utilize each parent’s
individual strengths in order to successfully meet personal family
objectives. Parents are encouraged to become involved in all aspects of
Head Start, including direct involvement in policy and program decisions
that respond to their interests and needs; and
WHEREAS, Head Start strives for excellence in staffing, management, oversight,
facilities and research; expanding to better meet the needs of children and
families; and forming partnerships with communities, schools, the private
sector and other national initiatives; and
WHEREAS, the mission of Head Start is to provide comprehensive services to improve
the quality of life for children and families.
NOW, THEREFORE, BE IT HEREBY PROCLAIMED, by the power

in me as Mayor of the City of Huntsville, Texas that:
October 2009
be declared: “HEAD START AWARENESS MONTH”
and by doing so encourage all citizens of Huntsville and Walker County to be aware of
the tremendous efforts made by the Head Start Development Center and to strongly
support their mission and program.
