CERTAIN STREETS WITHIN THE CITY OF HUNTSVILLE, TEXAS, SETTING
FORTH THE TYPE OF IMPROVEMENTS TO BE MADE, STATING THE ESTIMATED
COST OF IMPROVEMENTS AND GIVING NOTICE TO INTERESTED PROPERTY
OWNERS OF THE DATE AND TIME SET FOR A HEARING ON SAID PROPERTY
IMPROVEMENTS:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
HUNTSVILLE, TEXAS:
WHEREAS, the City of Huntsville, Texas, acting under and
by virtue of Title 28, Chapter 9, Revised Civil Statutes of the
State of Texas of 1925, and all amendments thereof, particularly
Article 1105b thereof, and by ordinance approved February 23,
1971, has determined that a necessity exists for making certain
improvements to certain specified streets within the corporate
limits of the City of Huntsville, Walker County, Texas, which said
improvements are of the nature and located on certain streets as
follows:

A. To pave 12th Street from Sycamore to Avenue G, a
length of 1,315 feet. The Street is to be 24'

To pave 17th Street from Avenue H to 16th Street,
a centerline distance of 618.2 feet. The Street
is to be 36' wide, concrete curb and gutter, 1e"
asphalt surface with 14" asphalt base coarse.
TOTAL ESTIMATED COST OF IMPROVEMENTS $11,102.50
To pave 10th Street from Avenue F to Avenue H, a
length of 710 feet. The street is to be 24' wide,
l2" asphalt no curb and gutter.
TOTAL ESTIMATED COST OF IMPROVEMENTS$2,018.00
D. To pave Avenue H from 9th to 10th Street, a
length of 450 feet. The Street is to be 24' wide,
with no burb and gutter, and l" asphalt surface
coarse, crush stone base.
TOTAL ESTIMATED COST OF IMPROVEMENTS $2,760.00
E. To pave Avenue H from 10th to llth Street, a length
of 400 feet. The Street is to be 36' wide, with
curb and gutter, and 44" asphalt base, 1e" asphalt
surface.
TOTAL ESTIMATED COST OF IMPROVEMENTS $7,766.00
F. To pave Mize Street from Highway 75 North West 780
feet. The Street is to be 36' wide, concrete
curb and gutter, 1e" asphalt surface with 44"
asphalt base coarse.
TOTAL ESTIMATED COST OF IMPROVEMENTS $16,005.00

The amounts to be assessed against abutting property owners
exceed the amount allowed by law and such assessments shall
be paid by abutting property owners on the front foot plan as the
most equitable method of assessment.
Be it further ordained that the estimate of the cost of
such improvement, prepared by Clarence E. Hamm, City Engineer, acid
now on file with the Secretary of the City of Huntsville, Texas,
heretofore prepared by him under the direction of the City Council

It is further ordained that a statement of the estimated
amount of the assessment to be made against the owner or owners
or claimants of abutting property and against said property will
be filed in the office of the City Secretary, and the interested
parties shall have the right to examine the same at all reasonable
hours. That the estimated amout or amounts per front foot pro-
posed to be assessed the owner or owners or claimants of abutting
property and against said property shall not be in excess of $4.00
per front foot on improvements including curbs and gutters and
200 per front foot on streets not including curbs and gutters.
Be it further ordained that a hearing shall be heard by
and before the City Council in the City Hall of the City off' Huntsville,

Texas, on the day of March, 1971, at 7 o'clock W' • M., as
provided by law, at which time and place all persons interested in
the paving and improvements, including the owner or owners of property
abutting said streets or interested therein, and all persons owning,
claiming, and interested in said project may appear and be heard with
reference to all needs pertaining to the paving and improvements of
said street, which hearing shall be continued from day to day until
finally accomplished. No assessment shall be made against any abutting
property or owner thereof in excess of the special benefits to such
property, and its owners, in the enhanced value thereof by means of
such improvements as determined at such hearing.
The City Secretary is hereby directed to give notice of
said hearing by publishing a true copy of this ordinance in the
Huntsville Item, three (3) times, the first publishing to be at
least 21 days before the day of hearing; and, additional written
notice of the hearing shall be given by depositing in the United
States mail at least 14 days before the date of the hearing written
notice of such hearing, postage prepaid in an envelope addressed to
the owners of the respective properties abutting such streets, as
the names of such owners are shown on the then current rendered tax
rolls of such city and at the addresses as shown, or if the names
of such respective owners do not appear on such rendered tax rolls,
then addressed to such owners as their names are shown on the current
unrendered rolls 'f the city at the addresses shown thereon.
On motion duly made and executed, the above and foregoing
ordinance was read before a regular meeting of the City Council,
voted upon and passed by unanimous vote of the Council and was duly
adopted this 23rd day of February, 1971.
