PROCLAMATION
NO. 2013-12
WHEREAS Percy Howard, Jr. was born on November 25, 1917, in Palestine, Texas, as the seventh of
eight children, later going on to earn a Master’s degree from Texas Southern
University; and
WHEREAS Percy served as an Army Air Force Staff Sergeant in World War II, then returned to
spend 33 years serving the Huntsville education system, including as vice-principal,
counselor, and administrator, where he was instrumental in integrating Huntsville;
and
WHEREAS during this time, Percy also had the good fortune to meet Alice, his wife of 66 years;
together they raised five children, and later enjoyed 11 grandchildren and 16 great-
grandchildren; and
WHEREAS Percy’s strong sense of civic duty led him to serve as a City Councilmember and Mayor
Pro Tem for the City of Huntsville, a member of the Board of Directors for the Trinity
River Authority, and on the Huntsville Housing Authority Board and the Huntsville
Cemetery Advisory Board; and
WHEREAS beyond his civic duties, Percy was also a member of the American Legion, Alpha Phi
Alpha fraternity, the Martin Luther King Celebration committee, and the Rotary Club
of Huntsville, where he received the Paul Harris Award for service to the community;
and
WHEREAS Percy was a long and faithful member of First Missionary Baptist Church of
Huntsville, serving the congregation as a Member of the Trustee Board, Deacon, and
Head of the Finance Committee.
NOW, THEREFORE, BE IT HEREBY PROCLAIMED, by the power vested in me as
Mayor of the City of Huntsville, Texas that:
December 18, 2012
be declared: “Percy Howard, Jr. Day”
in the City of Huntsville, and call upon our citizens to remember and honor this devoted
member of our community, who gave so much for so long, to make Huntsville a better place.
