RESO CC 1977-14 - TX Water Quality board - assistance RESOLUTION 77-14
WHEREAS, the Texas Water Quality Board of the State of Texas has
formally cited the City of Huntsville for its noncompliance at the old
North Huntsville Sewer Plant, and
WHEREAS, state law necessitates that the City conform to all state
and federal rules and regulations regarding the quality of effluent
discharged from said plant, and
WHEREAS, it is the desire of the City of Huntsville to comply with
all of these fules and regulations when it is financially feasible to 'do
so without placing excessive burden on the water and sewer customers of
this City, and
WHEREAS the City Council of the City of Huntsville wishes to again
publicly state that considerable funds have been expended on the North
Plant to bring it into compliance within the capacity of that limited
facility to treat sewerage despite its overloaded condition and outdated
equipment, and
WHEREAS, plans are progressing as rapidly as possible through the state
and federal bureaucracies for the funding and eventual construction of the
Parker Creek Treatment Plant, which will displace the old North Plant, and
the City of Huntsville wishes to publicly state that it is its desire to keep
any further expenditures at the North Plant to an absolute minimum as further
investment in this antiquated facility could yield only minimal acceptable
returns and the City of Huntsville expresses its very strong desire that state
and federal bureaucracies expedite any step process of the grant procedure to
get the Parker Creek Plant funded and under construction as soon as possible,
and
WHEREAS, in the interim, the City desires to take all feasible and
appropriate actions to keep the old North Plant in an operating condition that
produces the best possible BOD and TSS counts within its financial ability
to make said improvements,
NOW, THEREFORE, Be It Resolved, that the City of Huntsville does
voluntarily seek the assistance of the Texas Water Quality Board Municipal
Operator's Assistance Program so that it can comply with any recommendations
as submitted through this program where funds are available to adopt these
recommendations.
