RESO CC 08/20/1973 - Acquisition of City Hall site A RESOLUTION FINDING THAT A NECESSITY EXISTS
FOR THE ACQUISITION OF A CITY HALL SITE, DE-
TERMINING THE LOCATION THEREOF, FINDING A
NECESSITY TO ACQUIRE BY PURCHASE PROPERTIES
LOCATED AT SUCH SITE, AUTHORIZING THE CITY
ATTORNEY TO NEGOTIATE FOR THE PURCHASE OF
CERTAIN PROPERTIES, AND IN THE FAILURE OF
SUCH NEGOTIATION AUTHORIZING THE CITY ATTORNEY
TO ENTER CONDEMNATION PROCEEDINGS FOR THE ACQUI-
SITION OF PROPERTIES.
WHEREAS , the City Council of the City of Huntsville,
Texas , has spent considerable time studying present City office
facilities and as a result of such study has determined that the
maximum efficiency of City Administrative services cannot be
realized under conditions as exist whereby City Administrative
Offices are presently located in two re-conditioned buildings
separate and apart from one another and that the growth of the
City of Huntsville in the past fifteen (15) years has rendered
present City Administrative Office space totally inadequate and
that in all probability future growth of the City will place more
demands upon already inadequate space and that by virtue thereof
a necessity exists for the acquisition of additional real estate
by the City of Huntsville for the purpose of ultimate construction
of a new City Hall for said City; and
WHEREAS , the City Council of the City of Huntsville,
Texas , has evaluated several prospective sites for the location
of City Administrative Offices and has determined that in the best
interest of the public that said City Hall site should be located
in Block 12 of the City of Huntsville in an area bounded generally
by:
Being the property located in Block 12 of the City
of Huntsville bounded on the North by the T. C. Gibbs
Estate property, Chamber of Commerce property and the
Robert Olmstead property, on the East by Avenue M and
on the South by 13th Street and on the West by property
owned by H. H. Greene, and
WHEREAS, the City Council of the City of Huntsville,
Texas , deems it necessary in the public interest to acquire such
real estate and desires to authorize the Mayor to enter into ne-
gotiations for the purchase of any and all of such real estate,
and authorize the City Attorney to enter into such negotiations ,
and upon the failure of such negotiations to enter into condemna-
tion suits , for the acqusitionof such real estate as may be de-
termined, from time to time, necessary for such City Hall site.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUNTSVILLE, TEXAS, that after considerable study the
City Council of said City determines and here finds that a necessity
exists for the acquisition of real estate by said City for
the ultimate construction of a new City Hall and that the
acquisition of such real estate and the construction of a
City Hall facility is in the best interest of the public.
BE IT FURTHER RESOLVED that the City Council determines that
the location of such site shall be in Block 12 of the City
of Huntsville, Texas , and BE IT FURTHER RESOLVED that the
Mayor and the City Attorney be, and they are hereby, authorized
to negotiate for the purchase of real estate located in Block
12 belonging to W. S. Gibbs , Individually and the W. S. Gibbs
Trust, the W. A. Richardson Estate, the Lucius Jackson Estate,
the John Anderson Estate, and any other tracts or parcels of land
deemed necessary for the overall development of a City Hall site
for said City and BE IT FURTHER RESOLVED that each of the owners
of such respective parcels of real estate, or their agents or
representatives , be offered the appraised value for such real
estate and in the event such offer of purchase is refused, then
in that event, the City Attorney is specifically authorized to
institute proceedings in eminent domain for condemnation of such
real estate as specified herein and to report from time to time,
to the City Council, such progress as may be made in such acquisi-
tion.
WHEREUPON, said Resolution was duly made and seconded
and passed by unanimous vote in a regular meeting of the City
Council of the City of Huntsville, Texas , on August 20 , 1973 .
