4:00 P.M.
The Council met in a regular session with the following:
COUNCILMEMBERS PRESENT: Andy Brauninger, Paul Davidhizar, Tyler McCaffety, Clyde D. Loll, Keith D. Olson,
Joe Emmett, Tish Humphrey, Ronald Allen (arrived at 5:02 p.m.), Joe P. Rodriquez
COUNCILMEMBERS ABSENT: None
OFFICERS PRESENT: Matt Benoit, City Manager; Leonard Schneider, City Attorney; Lee Woodward, City Secretary
WORK SESSION
[4:00-5:15 P.M.] — The City Council will participate in parliamentary procedure study.
Kay Crews, PRP (NAP), CP (AIP), led the Council through several examples to facilitate efficient meetings.
[5:15-6:00 P.M.] — The City Council will receive presentations on final design review and options for the Statue and Visitor
Center Expansion and preliminary conceptual designs for the Huntsville Animal Shelter.
Representatives of PGAL Architects provided the presentation and design alternatives.
MAIN SESSION [6:00 p.m.]
1. CALL TO ORDER — Mayor Brauninger called the meeting to order at 6:00 p.m.
2. INVOCATION AND PLEDGES
U.S. Flag

Councilmember Rodriquez gave an invocation and Jake Hutchinson, Heidi Hutchinson, and Holly Hutchinson from HISD led the
pledges.

4. CONSENT AGENDA
Public Comments will be called for by the presiding officer before action is taken on these items. (Approval of Consent
Agenda authorizes the City Manager to implement each item in accordance with staff recommendations. An item may
be removed from the Consent Agenda and added to the Statutory Agenda for full discussion by request of a member
of Council.)
a. Approve the minutes of the City Council meeting held on December 20, 2016, the Strategic Planning session held
on January 5, 2017, and the Special Session held on January 10, 2017. [Lee Woodward, City Secretary]
b. Authorize the City Manager to apply for a 2017-18 Texas Community Development Block Grant from the Texas
Department of Agriculture in the amount of $350,000, plus $62,000 in matching funds, and adopt Resolution 2017-
04 in support of same. [Dr. Sherry McKibben, Director of Neighborhood Resources]
c. Authorize the purchase of sports field lighting from Musco Sports Lighting, utilizing the Buy Board Cooperative,
in the amount of $173,579. [Joseph Wiggs, Director of Parks and Leisure]
d. Approve an interlocal agreement with Sam Houston State University (SHSU) to relocate the Cabin on the Square
to the Sam Houston Memorial Museum grounds. [Leonard Schneider, City Attorney]
e. Adopt Ordinance 2017-13 to amend the Capital Improvement Projects budget. [Steve Ritter, Finance Director]
Councilmember Davidhizar moved to approve the Consent Agenda; the motion was seconded by Mayor Pro Tem Olson.
Councilmember Davidhizar moved to amend to note that item 4c be corrected to $176,579; the motion to amend was
seconded by Mayor Pro Tem Olson. The amendment was unanimously approved, 9-0. The main motion, as amended, was
unanimously approved, 9-0.
5. STATUTORY AGENDA
a. FIRST READING - Presentation, public comment, discussion, and possible action to consider authorizing the City
Manager to sign Addendum E, in the amount of $409,100, to the Construction Manager at Risk Agreement with
Anchor Construction for the City of Huntsville Transfer Station, first reading. [Carol Reed, Public Works Director]
Councilmember McCaffety signed a conflict of interest affidavit and did not participate on this item. Councilmember
Humphrey moved to suspend the second reading requirement of the Rules of Procedure; the motion was seconded by
Mayor Pro Tem Olson. The motion was adopted unanimously, 8-0. Councilmember Humphrey moved to authorize the City
Manager to sign Addendum E, in the amount of $409,100, to the Construction Manager at Risk Agreement with Anchor
Construction for the City of Huntsville Transfer Station; the motion was seconded by Councilmember Rodriquez. The motion
was adopted unanimously, 8-0.
6. CITY COUNCIL/CITY MANAGER/CITY ATTORNEY
a. Presentation, public comment, discussion, and possible action on the Mayor's nomination of John S. Little to the
Planning Commission. [Mayor Brauninger]
Mayor Brauninger moved his nomination. The motion was lost, 3-6, Mayor Brauninger, and Councilmembers Allen and
Rodriquez voting in support.
b. Presentation, public comment, discussion, and possible action to consider a request by Councilmember Allen to
discuss the tractor -trailer traffic on Badger Lane. [Councilmember Allen]
Chris Slagel, Joe Whitehead, and Mike McDowell gave public comment. Councilmembers expressed concern over damage
to City property and fairness to local business. The City Attorney offered solutions other cities have considered and agreed
to continue research. Councilmember Humphrey moved to direct the staff to investigate possible solutions on this issue and
present them to Council; the motion was seconded by Mayor Pro Tem Olson. The motion was unanimously adopted, 9-0.
c. FIRST READING - Presentation, public comment, discussion, and possible action to adopt Ordinance 2017-17,
authorizing annual participation with other Entergy service area cities in matters concerning Entergy Texas, Inc.,
at the Public Utility Commission and the Federal Energy Regulatory Commission in 2017, first reading. [Leonard
Schneider, City Attorney]
Mayor Pro Tem Olson moved to suspend the second reading requirement of the City Charter to adopt Ordinance 2017-17,
authorizing annual participation with other Entergy service area cities in matters concerning Entergy Texas, Inc., at the
Public Utility Commission and the Federal Energy Regulatory Commission in 2017; the motion was seconded by
Councilmember Loll. The motion was adopted unanimously, 9-0.
7. REQUESTS FOR CITIZEN PARTICIPATION
An opportunity for citizens to be heard on any topic and for the City Council to participate in the discussion. No action
will be taken.
No requests were received by noon on Tuesday, January 10, 2017.
8. MEDIA INQUIRIES RELATED TO MATTERS ON THE AGENDA
There were no media inquiries.
9. ITEMS OF COMMUNITY INTEREST
(Hear announcements concerning items of community interest from the Mayor, Councilmembers, and City staff for
which no action will be discussed or taken.)
Mayor Pro Tem Olson gave an HISD Minute! announcing January is School Board Appreciation Month! He said HISD will
celebrate and recognize the Trustees for their dedication and service on January 19 at 6 pm at the Administration Building.
Thank a trustee today! Mayor Pro Tem Olson added that HISD Trustees recently passed a resolution requesting more work on
the state's proposed A -F evaluation system. He urged all to visit with schools and administrators and learn more about the
system and the District's concerns, to have an informed visit with our state elected officials.
Councilmember Humphrey offered a CoH Clean Minute! saying, "It's a new year, a time when many of us think about improving
our health, fixing up our homes, and making time on our calendar for what's really important in our lives. As you consider your
resolutions, I hope you'll join me in also thinking about the appearance of our community. We are fortunate to have so many
guests who come for events at SHSU, trainings with TDCJ and law enforcement, and just to shop and enjoy our amenities such
as the state park. For these visitors, as well as for those of us who live here and take pride in our home, we can look around with
new eyes. Let's think about how our properties look, pick up trash when we see it, and offer a smile to those we meet. I'll be
reporting back on this topic from time to time, but here's one thing to keep in mind - picking up after your pet. Thanks for helping
us keep our Home Sweet Huntsville a clean place to be!"
She also said the SHSU basketball team would be having a four -game series at home.
Mayor Brauninger announced:
Applications to be considered for Hotel Occupancy Tax Funds for FY17-18 will be available next week. Check the City
website or contact Kimm Thomas at 936-291-9726.
Huntsville Public Library has provided everyone a flier this evening about their Everybody In! program. They want everyone
to have a library card and enjoy all the resources they have to offer.
He expressed how well -attended the MLK, Jr. Day events were yesterday and encouraged attendance next year.
Councilmember Rodriquez reminded all that members of City boards and commissions who serve without compensation and
said how shocked he was by the vote against volunteers who offered to serve. Councilmember Loll said the YMCA Annual
Campaign Kickoff will be from 11-1 at the Texas Prison Museum on Friday, January 20.
10. EXECUTIVE SESSION
a. City Council will convene in closed session as authorized by Texas Government Code Chapter 551, Section 551.071
- consultation with counsel on legal matters, and Section 551.072 — deliberation regarding purchase, exchange,
lease or value of real properties considered for public safety facilities. [Leonard Schneider, City Attorney; Matt

The City Council adjourned into executive session at 6:56 p.m. (Councilmember Allen left the meeting during executive
session.)
11. RECONVENE
a. Take action, if necessary, on items addressed during Executive Session.
The City Council reconvened at 7:39 p.m. No action was taken.
12. ADJOURNMENT
Mayor Brauninger adjourned the meeting at 7:39 p.m.
