ORD 2013-02 - Amending FY 12-13 Budget ORDINANCE NO. 2013-02
AN ORDINANCE OF THE CITY OF HUNTSVILLE, TEXAS, AMENDING THE FISCAL
YEAR 2012-2013 ANNUAL BUDGET, ORDINANCE NO. 2012-38 TO AMEND THE
ADOPTED FEE SCHEDULE; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the 2012-2013 Annual Budget was adopted by Ordinance 2012-38 on September 12, 2012;
WHEREAS, various unforeseen circumstances affecting the City have presented themselves during the course
of the fiscal year;
WHEREAS, the City Council considered die circumstances independently, deliberating appropriately on the
associated revenues and expenditures and the overall impact on the general financial status of the City;
WHEREAS, pursuant to the laws of the State of Texas and the City Charter of the City of Huntsville, Texas, the
City Council has determined that it will be beneficial and advantageous to the citizens of the City of Huntsville
to amend the 2012-2013 budget as set forth herein; and
WHEREAS, this ordinance combines the independent Council actions into one budget amendment document:
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HUNTSVILLE,
TEXAS, that:
Section 1. The findings set forth above are incorporated into the body of this ordinance.
Section 2. The annual budget for fiscal year 2012-2013 is hereby amended to include the fee schedule attached
hereto and made a part of this ordinance as if set out verbatim herein.
Section 3. All ordinances of the City in conflict with the provisions of this ordinance are hereby repealed, and
all other ordinances of the City not in conflict with the provisions of this ordinance shall remain in full force and
effect.
Section 4. Should any section, portion, sentence, clause or phrase of this ordinance be declared unconstitutional
or invalid for any reason, it shall not invalidate or impair the force or effect of any other section or portion of this
ordinance.
Section S. The necessity for amending the budget fiu the fiscal year. as required by the laws of the State of
Texas. requires that this ordinance shall take effect immediately from and after its passage. as the law in such
cases provides,
Section 6. This ordinance shall take effect immediately after its passage.

Strategic Initiative Reference:
#4 - Huntsville is a well-managed, sustainable community that values its natural resources and
provides exceptional public services.
Background:
The City of Huntsville adopted the FY 12-13 Fee Schedule on September 12, 2012. It was
determined that a fee was needed for Zoning Changes and clarification was needed on Plumbing
Permits in the Public Works section. It was also determined that fees needed to be modified for
Open Top Roll-off Extra Pickups and Compacting Roll-offs in the Solid Waste section.
Facts to Consider:
• The Zoning Changes Fee was removed from Fee Schedule and should be included.
• The Plumbing Permits needs a description change to clarify that all plumbing permits will be
$25 and if the permit is for a Commercial project, the permit will cost an additional $60.
• The Open Top Roll-off Extra Pickups should have a fixed cost of $110.46 plus $66.72 per
ton disposal.
• The Compacting Roll-off fees should be calculated at the fixed cost plus $66.72 per ton
disposal.

/Vote; Residential customers not connected to the waterworks system of the city shall be billed monthly by the city for wastewater services at a calculated rate based on the average residential water

billing records of a special water district.Commercial customers shall be billed at a rate that is consistent with the regular wastewater charge of similar type businesses,premises or users receiving service
from the city.The utility office supervisor shall recommend for approval such service charge and conditions as deemed appropriate to the Finance Committee of the City Council and the Finance Committee
shalt approve the same.
