A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTSVILLE, TEXAS, AUTHORIZING THE
SUBMISSION OF A STAFFING FOR ADEQUATE FIRE AND EMERGVENCY RESPONSE (SAFER) GRANT
FOR FOUR (4) FIREFIGHTERS; AND AUTHORIZING THE CITY MANAGER TO ACT AS THE CITY'S
EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE
CITY'S PARTICIPATION IN THE SAFER PROGRAM.
WHEREAS the City desires to ensure the safety of all it citizens and; The City of Huntsville requires the
Fire Department be charged with this task; and
WHEREAS it is necessary and in the best interest of the City to apply for funding under the 2012 SAFER
Grant.
NOW,THEREFORE,be it resolved by the City Council of the City of Huntsville,Texas,that:
SECTION 1: An application is hereby authorized to be filed on behalf of the City and be placed in
competition for funding of$459,328.00 of grant funds for the Huntsville Fire Department to
hire four(4) firefighters.
SECTION 3: The Mayor and City Council strongly support this application to address the safety needs of
the Community.
SECTION 4: The City Council directs and designates the Interim City Manager, Chuck Pinto, as the City's
Chief Executive Officer and Authorized Representative to act in all matters in connection
with this application and the City's participation in the SAFER Grant.

Authorize the City Manager to apply for, accept if awarded, and implement the 2012 SAFER
'Grant for 4 new Firefighters and adopt Resolution 2012-25.

Background:
This program provides for 1009h salary funding and benefits for a 2-year period for new
firefighter positions.
Facts to Consider:
• Application for salary and benefits for 4 new firefighters
• The implementation of the 4 firefighters would increase our staff level per shift, showing a
marked increase in safety on fire ground operations.
• The addition of these 4 positions would continue to improve our ISO score; a consistent
focus of our long term goals.
• The addition of these 4 positions would help to conform to the 2001 Staffing Study by Dr.
John Granito, which called for 4 firefighters on shift at 4 stations 24/7
• The addition of these 4 positions would place us closer to the National Standard claimed by
NFPA 1720 - which claims that once on location, the fire department should have the
capability to safely commence an initial attack with 10 firefighters in 10 minutes - 90
percent of the time.
• Funding for gear for the firefighters is not provided
• There is NO match requirement for this round of funding. This year the requirement to
retain the firefighters for an additional year has been waved.
Fiscal Impact/Funding Source(s):
Gear cost $2,300 per firefighter for a total of $9,200 from account #552-52240
Cost of | and benefits officer is $57,416 for a total t a of $459,328.00.
