CITY HALL, LOCATED AT 1212 AVENUE M IN THE CITY OF HUNTSVILLE, COUNTY OF WALKER, TEXAS AT 5PM.
The Council met in a special session with the following:
COUNCILMEMBERS PRESENT: J. Turner, Mac Woodward, James Fitch, Don H. Johnson, Keith D. Olson, Tom Cole, Wayne Barrett, Lydia Montgomery
COUNCILMEMBERS ABSENT: Jack Wagamon
OFFICERS PRESENT: Bill Baine City Manaoer Lee Woodward City Secretary
SPECIAL SESSION' [6:OOPM]
1. CALL TO ORDER
Mayor Turner called the meeting to order at 6:OOpm.
2. INVOCATION AND PLEDGES — Councilmember Barrett gave the invocation.
3. PUBLIC COMMENT
4. PUBLIC HEARING
City Council will hold a public hearing to receive citizen input regarding the Fiscal Year 2011 -2012 Annual Budget.

The hearing was opened at 6:01 pm. The Mayor thanked all who were involved in preparation of the budget for their effort.
The hearing was closed at 6:03pm.
5. STATUTORY AGENDA
a. Possible action to approve Ordinance 2011 -36, codifying the amendments to Chapter 2 of the Code of
Ordinances in previous Ordinance 2010 -09, concerning the City Manager's general authority for expenditures
and intrafund budget transfers, 2nd reading. [Leonard Schneider, City Attorney]
Councilmember Woodward made a motion to approve and was seconded by Councilmember Johnson The motion
Gassed unanimously, 8 -0.
b. Possible action on Ordinance 2011 -46, adopting the Fiscal Year 2011 -2012 Annual Budget (record vote).

The Mayor moved to adopt the Ordinance. Councilmember Woodward seconded the motion.
Councilmember Woodward reminded all the rate schedule, investment policy, and budget management policies were
a part of the budget to be passed. The Mayor noted the budget was available on the website.
The motion passed unanimously, 8 -0 all present members called and recorded as voting "aye"
c. Possible action on Ordinance 2011 -57, adopting the Fiscal Year 2011 -2012 tax rates (passage of budget
required to vote on this item) (record vote). [Winston Duke, Director of Finance]
The Mayor moved to adopt the Ordinance. Councilmembers Woodward and Olson seconded the motion
The Mayor said he felt this was a very responsible budget since the effective rate for property tax remained the same
on the whole, and applauded the City Manager and staff for bringing a budget that allowed this.
The motion passed unanimously. 8 -0. all present members called and recorded as votina "aye"

There were no public comments.
7. MEDIA INQUIRIES RELATED TO MATTERS ON THE AGENDA
There were no media inquiries.
8. ITEMS OF COMMUNITY INTEREST

The Council sang Happy Birthday to Councilmember Don Johnson after the meeting.

The meeting vas adjourned at �kwpm. Following the meeting, the Mayor noted the property tax would be $0.3915 for the
City Secretary
