The selection of former At-Large features, Councilmember Position 1 Andy Brauninger as Mayor in December left an open seat on the Council dais. and updates Residents who meet the state and City Charter requirements may file an applica- tion for a place on the ballot in the City Secretary's office through March 7 at 5 p.m. Any qualified voter of the city of Huntsville may cast a ballot in this election, as At-Large Councilmember positions are selected citywide. The At-Large Position 1 Councilmember elected will serve the remainder of the current term, but will then have to run again in November this year, if they wish to try to retain the seat for its next term. Candidate Packets for the 2015 City of Huntsville General Election are available through the office of the City Secretary at City Hall, 1212 Avenue M, or on the City web site at http://www.huntsvilletx.gov/Elections. The City of Huntsville application fee is one dollar, per City Charter mandate. City Secretary Lee Woodward acknowledged members of the public may have ques- tions about the responsibilities of Councilmembers. "The City Secretary's office provides the candidate packets, which include general information, a brief of the state election calendar, and references for guidelines and statutes," Woodward said. "Anyone is welcome to learn more about the du- ties of Councilmembers and how the election process is conducted, even if they have no desire to run for office. The primary role of the chaplain is to assist the officers in delivering f death notifications. By providing families with immediate support, the on-scene offic- ers are able to concentrate their efforts on the initial investigation. Additionally, the chaplains sometimes provide help to the City's Victim Assistance Coordinator when dealing with victims of violent crime, as well as aiding HPD employees when such 1 needs arise. 1 1 Holland joins Jerry Phillips in performing such duties at HPD. Phillips, named as Chaplain a number of years ago, was sometimes unavailable due to other responsi- bilities or unexpected situations, leading Phillips to consider finding an additional chaplain. Ken Holland visited with Phillips when a situation occurred in his neighbor- ,� hood, and was asked to assist at a death scene. Holland, too, had been considering ways to serve the public more. "In my [administrative and operations] position at University Heights Baptist Church there are some opportunities to counsel and aid others," Holland said. "I had been looking for the right way to do a bit more and to do something out in the community at large, but wasn't sure what avenue it might take. Jerry and I have known each other for man ears, when he g y many was with TABC [Texas Alcoholic Beverage Commission] and I was in the restaurant industry, and then later as we both worked with local churches. He gave me an inside look at what would be expected and how to best help our citizens and officers. It seemed a challengingm ',,, r' p p way to answer needs in our community and provide a public service." After attending Police Chaplain training and shadowing Chaplain Phillips, Holland says he now stands ready. Chief Lunsford said, "We appreciate both of these men for their dedica- tion and willingness to advance HPD 7s Chaplain program." Holland attended Sam Houston State University, initially studying criminal justice but graduating with a degree in business administration. After a number of years in the restaurant business and later with Motorola, he accepted a position with University Heights Baptist Church as the Minister of Administration. Holland was a member of the 2014 City U. program and is a member of the City's Hotel Occupancy Tax Board and Board of Adjustment-Zoning. He also serves on the TCLOSE Training Advisory Board of the Office of Inspector General for the Texas Depart- ment of Criminal Justice as a public member and is an incoming board member for the Huntsville/Walker County Chamber of Commerce. "I can't thank Jerry enough for his mentorship," Holland said. "I have great respect for his experience and appre- ciate the trust he placed in me to offer this possibility initially. '111 N/Ml/f/WS and Donate Responsolbly 14, In the face of disaster, Texans have always come together with courage, compassion and unity to ask, "How can I help?" If you want to volunteer for disaster work, there are many tasks to do after a disaster cleaning-up and re- building are two of the biggest. The Federal Emergency Management Agency (FEMA) suggests that volunteering through a local voluntary organization may be the best way to find meaningful volunteer work after the disaster. Such organizations are often in the best position to know about opportunities for volunteers in the long and difficult recovery phase. In addition, volunteering through an established organization provides a better chance of having in- surance and liability protection when you work as a volunteer. The Texas chapter of National Voluntary Organizations Active in Disaster (VOAD) is a good source of local organiza- tions in need of volunteers. Texas VOAD represents more than three dozen faith-based, community, nonprofit and non-governmental groups that include volunteer engagement as a key component of their operations. They also retrieved a trashed U.S. flag and Matthew began noticing tat- tered flags being flown around town. The boxes are at Cit Hall and the Walker Count City y i 11091 Courthouse and Matthew has collected / over 850 flags from them. Did you know there are twenty different ways to properly retire the United States flag, and only one correct way to retire the Texas flag? Did you know it is bad form to talk about destroying a Texas or United States flag, and that the correct terminology is to retire a flag? Matthew and his father became very interested in the correct handling of flag disposal, and Chuck has been an ongoing instructor for local Boy Scouts in correct protocol. "Just put it in the box," Matthew said, "we will pick up year- round from both locations, and store the flags until we have our annual ceremony in October."
